Will I cut my brows too short?
No, as long as you let the comb do the work. The comb guard controls how much hair reaches the blade, so you only trim what extends past it. Go slow on your first pass and take off a little at a time.

How do I use it?

Yes. The key is to switch your grip when you move to the second brow rather than forcing the same angle. Work slowly on the harder side and let the comb guide each pass.
